Dataset

This is a dataset that collects Texas state-wide outage counts by counties during the Winterstorm Uri 2021, . It has coupled these outage data with selected weather features at 3 hour intervals, aligned to the same spatial and temporal scale. A localized variant of Spatial Self Information indices for all features are computed, adapted from the repository https://github.com/Octopolugal/Spatial-Self-Information. The column "outage class" is a derived column based on quantile bins from outage counts, with 0 describing 0 outages, 1 ~ (0,50), 2 ~ [50,90), 3 ~ [90, 100].
