Focus group transcripts on targeted energy poverty interventions by social housing providers in France, England, and the Netherlands

This dataset contains qualitative transcripts from six focus group discussions conducted with social housing professionals in France, England, and the Netherlands. Participants included financial practitioners, real estate professionals, legal experts, and social workers, providing diverse perspectives on the role of social housing providers (SHPs) in alleviating energy poverty. The discussions explored targeted interventions such as retrofit prioritisation, behavioural energy advice, rent setting, and housing allocation strategies. Additionally, institutional challenges, including data accuracy, regulatory barriers, and conflicting organisational objectives, were identified. The dataset offers rich insights into the feasibility and impact of targeted energy poverty interventions within the distinct institutional and governance contexts of the three countries.

Reason
In line with the commitment to responsible and transparent data sharing, I have adopted a controlled access approach for the dataset associated with my published article, "Energy poverty alleviation by social housing providers: A qualitative investigation of targeted interventions in France, England, and the Netherlands" (DOI: 10.1016/j.enpol.2024.114247).
The dataset consists of qualitative transcripts, and access to the data is governed by the conditions outlined in the consent form agreed upon by the interviewees. This approach was taken because some interviewees, as well as the organisations they work for, expressed reluctance to have the data publicly available online without knowing who would be accessing and reading it. To respect their consent and address these concerns, researchers will be required to submit a request detailing the relevance of their study to the dataset, as well as their research purpose and intended outcomes. This process ensures that access aligns with the aims of the original study, supports relevant academic research, and safeguards the integrity of the data.
End User Licence Agreement
To meet these conditions, the dataset will be shared under a CC BY-NC 4.0 license, which prohibits commercial use and ensures appropriate attribution. This license reflects my intent to make the data available for non-commercial research purposes while preventing its exploitation for commercial gain. Combined with the request-based access system, this approach aligns with ethical research practices, protects the qualitative nature of the transcripts, and ensures they are used appropriately by the academic community.
